I fix the problem by resetting the Google Site Kit. However, when I am using the staging site it is trying to synchronize the data for the staging site. Will it get a problem when I push the staging data to the live site?

But I find another issue. The 404 redirection keeps affecting the website even I am using the “Catalog Visible”.

I set an item that is only available in the US. However, if I use the VPN to change my IP to the US then I can add that item into cart, and checkout with the address is outside the US. Finally, I buy that item with a non-US address.Just change the IP, and the plugin doesn’t check the customer’s address!
My store is selling items to the US, UK, AU, CA, and IE. However, the plugin is only available to confirm that the customer is from the correct IP address, and it can’t check the customer’s address from the checkout processing. The plugin should be checked the resident address too and confirm which item(s) is not available in that resident address.

Resolved, it was caused by the plugin “Redis”

No idea, the problem is from the latest version or not. I just installed the WordPress and the Site Kit on my new VPS.
However, I tried your suggestion but the problem is still alive.
