If you have 150 registered users in WordPress, you can use MailPress addon (see zip files in mailpress folder)

But if you look at the add-on mailpress_newsletter_categories (in mailpress folder) you have a good sample to develop your own, unless you know nothing about php .

Your site does not allow smtp,

there are 2 addons (in last release 1.9.1) (treat them like wordpress plugins) in the mailpress folder

mailpress_connection_phpmail and mailpress_connection_sendmail

Did you try to deactivate all the plugins except MailPress to see if there is not a plugin conflict ?

To make this plugin work, you need to have at least PHP 5.2.5
