it’s a particular case – a very private hotel service who send “personnalized” passwords to it’s future clients – the users need access to all the websites (hotels) and cannot register by themselves.
btw i found a solution with the plugin “Add Multiple Users” which allow admin to set the password registering a new user.

this is the purpose of wordpress multisite – one place with the core files and different themes/templates (or not) for each sites
