This is a problem which, alas, has not been solved for several months already.

For myself, I found the only solution: go back to version 5.5.3
(if anyone needs a distribution, it’s in the discussion by link).

After installing the plugin in the Tools section appears a “Redux Framework” with more tabs (sitename/wp-admin/tools.php?page=redux-extensions and other).

The blocks 10, 11, 12 have a similar codes (test banners with hyperlinks).

When in the Block #1 I use same codes from the above blocks (instead of shortcodes), the rotation in time is works.

But if I insert shortcodes (blocks or codes 10, 11, 12) into block #1 (as in the picture), the rotation in time does not work, banners are changed only after manual page updating.
