I couldn’t find any Fatal error log file.

We can’t do that because then shipping is not taxed. Shipping also has to be taxed, and the cost has to stay constant at 5,90€ no matter if there are 14% VAT items, 25.5% VAT items, or both.

So if I understand correctly, in our case, there is no solution for the shipping costs to always remain at 5.90€ regardless of what VAT is applied?

Your calculation is correct with 25.5 VAT category item. As I wrote earlier, currently we have problem with 14% VAT category.

If you order, for example, food products (which have a VAT rate of 14%), then even the taxes on the postage costs of the online store also come with 25.5% VAT for some reason. Due to this, there will always be a VAT of 1.20e on the postage. Actually, the VAT on postage is determined by the products of the order, and in the case of foodstuffs, the VAT on postage should be 0.73e and not 1.20e (where 0.47e is too much). TAX and shipping are still calculated the wrong way when all plugins disabled. I can’t check cart with Storefront or Twenty Twenty-Four themes, because cart site is broken. I don’t know what I have to do to get it work again.

So we did as you instructed, but we can’t still get shipping to stay at €5,90 for both tax rates and get VAT calculations correct. For the weekend, we had to set everything to calculate as 25.5% VAT, but for unknown reasons, some items (foods, for example) stay at 14% VAT even we forced calculations in settings. Not by chancing each item to a different VAT class.

Currently, everything goes wonky with “compound” or “shipping” options. We have tried many combinations, but we have not found out what should be chosen to keep MAIL package at 5,90€ ALWAYS no matter what customer orders below 75€. We just removed tick from “compound”, changed shipping price to 5,90€ from WooCommerce shipping settings and after that tried with item that belongs to 25,5% category. Now Mail package price is different again.

If the customer chooses to pick up an item from the store, then VAT is only included in the item price. So the total is 6,08 € VAT at the moment, because Woocommerce thinks that item belongs to 25,5% VAT Category.

The correct amount of tax, for example, for item (Which belongs to 14% VAT category) https://kahvilakauppa.fi/tuote/kotimainen-hamppuproteiini-600g/ with shipping should be 2,93€. Now it calculates tax at 3,35€ because VAT is now set at 25,5% for all orders temporarily until the problem is resolved.

We use the https://alv-laskuri.fi/ site to check if VAT is correctly calculated. It is in Finnish only.

Shipping should always be 5,90€ when the customer pays less than 75€, but we had to set a different price for shipping in settings, because if we set the correct amount, then VAT is calculated the wrong way or shipping price will rise when proceeding to cart.

Luckily, I didn’t have to do a fresh WooCommerce site. All I did was re-enter the free shipping setting at 75 euros, as required (without , or . and 00), and NOW it somehow works, so this is a bug that needs to be fixed! You can test this on https://kahvilakauppa.fi/hyvinvoinnin-verkkokauppa/

I switched themes now (Divi to TT3) and WooCommerce is only plugin active. You can find test products under Verkkokauppa > Test Products. Any extra code is now gone, because Divi Visual Builder is now disabled, and theme modifications codes are also gone after switching themes.
