カスタマイズ>色>フッター、こちらはウィジェトフッターエリアの部分ですね。確かにこのエリアの部分は変わっています。

勘違いする人がいる理由として以下が挙げられます。

状態
フッター＝copyright 部分（最下部の黒帯部分）という先入観で、カスタマイザーを開く場合
ウィジェトフッターエリアに何も入れていない場合

結果
フッターの背景色のデェフォルトの色がcopyright 部分と同じ黒い部分なので、そこの色を変更したのに黒い部分が変わっていないので不具合なのでは？と勘違いしてします。

提案
フォントやヘッダーやナビゲーションなどいろいろな箇所は変更できるのにあそこだけ変更できないのは何か理由があると思いますが、できればそこの部分の色も変更できるように改良して欲しいです。

私も同じ現象を確認しました。親テーマではちゃんとカスタマイザーでフッターの色は変わりますが、子テーマでは変わらないですね。

どなたか教えていただけると大変助かります！！
