It seems that the Google consent mode is not activated. By enabling that, Google will not allow tracking without consent.
FYI, you can find that option on the same settings page of GTM.

I suppose you selected auto blocking mode. Due to that mode, we can’t 100% say that was the cause.
I’ll close this ticket as the problem is resolved, and we can’t research further.

You’ll need to define the priority of the hook call to place the code before the GTM code.
I was able to implement the code before the GTM script by adding this line to functions.php of my theme.
add_action('wp_head', 'include_flicker_script', -9998)
