It is indeed odd that it is returning only priority shipping. I am not aware of how that plugin works. I use a different USPS plugin – WooCommerce USPS Shipping Method Plugin, and it works fine for me.

Error “There are no shipping methods available” occurs if you have not defined any shipping zones or shipping methods in your WooCommerce > Shipping settings.
But since you are using USPS plugin, the error might also occur if you have not enabled the plugin in the plugin settings, or USPS may not provide service to the address entered by the customer. Check the plugin settings thoroughly for services.

If the issue is still not resolved, it might be a bug.
May I know which USPS plugin are you using?

Have you configured shipping zones and shipping methods in WooCommerce?
or are you using any shipping carriers?

Here’s your solution.

You should use Multi-Carrier Shipping Plugin for WooCommerce.
With this plugin, you can set different shipping prices for different countries. You can assign a shipping class to the product (Product A) and use it for multiple locations (USA, Canada & Alaska).
In addition to flat rates, the plugin also supports shipping carriers like FedEx, UPS, USPS, DHL Express & Stamps.com (USPS). If you are using any of these shipping carriers, you can use different shipping carriers for different locations too!

Do you want to apply discount on shipping cost or three products?

In the “From” address, you have to enter your email address. This email address will be shown to your customer as Sender address.

Have you enabled Email Notifications for email processing of customer’s order? If not, do set up.

Set Combinational rule for Product A & Product B, and set Flat Discount of $10.

The discount will be applied only when both the products are in the cart. Just the way you wanted ??

Here’s how you can hide out-of-stock products –

Head to Inventory section of Products setting tab.

Check the Hide out of stock items from the catalog option in Out of Stock Visibility section and you are done!
The product won’t be visible in the shop.

I am thinking that you have already set Shipping Zones. If not, check this quick guide on how to setup Shipping Zones.

Now coming to your main concern, I don’t think WooCommerce provides any feature to do this by default.
I suggest you use a plugin like WooCommerce Table Rate Shipping Pro Plugin.

Create rules based on your price, depending on your client’s shipping requirements.

This message usually appears if you have not selected any Shipping Methods in the Shipping Zones you have created.
You might have created the shipping zones and set shipping regions, but you also have to select shipping methods for the shipping zones.
There are 3 default shipping methods available:
1. Flat rate
2. Free Shipping
3. Local Pickup
Read some documentation on setting default shipping methods.

You can also consider using premium shipping methods, as these plugins add more functionality for your shipping service.

If you have multiple “Shipping Methods” in your “free shipping” (Canada) zone, you’ll get multiple shipping methods in the cart page too.
Hence, to get Free Shipping only for your Gift product, copy this code snippet for enabling free shipping only and paste it in your functions.php file.

And you are done!

There is no need to create Shipping Class as you can do this with your created Shipping Zone, which has shipping method “Free Shipping”.
The code will hide other shipping methods, if you have free shipping enabled for any product (In your case, Gift Card)

You can refer this quick guide for shipping for more understanding of shipping classes and shipping methods.
