It might be an issue caused by a plugin or your theme.
I recommend installing this plugin: https://www.ads-software.com/plugins/health-check/
After you install and activate the above plugin it has a Troubleshooting mode that allows you to have a vanilla WordPress session, where all plugins are disabled, and a default theme is used, but only for your user – your visitors will still see the normal website.
Go to its troubleshooting mode and only activate SCPO and see if it works correctly with a default WordPress theme (Twenty Twenty-One for example) and no other plugins.
Please let me know how it goes and what you find!

Regarding your first question, could you please confirm the exact Jetpack plugin you’re using for the Portfolio post type? This will help us try to replicate the issue on our end and find a suitable solution.
As for your second question, I’ve gone ahead and opened a ticket with our development team to investigate the possibility of making custom post types created with the Custom Post Type UI plugin appear as selectable options in the “Select Post Type(s) to Republish” section. We’re looking closely into it and will keep you updated.
