Hi, I tried the health check plugin.

I saw the problem when the following plugins were active,
seo-image
maintenance
social-count-plus
wordpress-importer

Also health check, but only if another plugin was also active, if it was the only plugin active I was able to insert a image collage.

The results were the same with twentyseventeen and our own theme.
