This check here seems to be missing some conditions and it gets loaded everywhere in wp-admin

@happyaxident it’s not causing problems, I just wanted to ensure that it was intended.

It might not be a bad idea to add a notice in the Accelerator options that it will be used for the Tiled Galleries even when it’s off. Either that or respect the global accelerator setting in the block itself.
