You can simply make anther website. You do not need to delete first website.
You can just put another website with a defferent name(foldername). Do not change the configuration on xampp.

You can also make new website with different theme name on the same wordpress.

In order to reset permalinks you have to go Admin panel->settings->permalinks. Please check the option ‘post name'(recommended) rather than other, and click save changes.

You have to update this query on your database. It may be phpmyadmin.
For this you have to go to phpmyadmin and select database name in which you have installed wordpress. And then update this code. Please do not forget to replace ‘https://www.oldurl’ and ‘https://www.newurl’ with your actual url.

note: please replace table prefix and your old domain could be ending like /wordpress.

you might have to update table created by your plugin.
