Occasionally, the Lingotek system experiences abnormally high data traffic which causes our background job queue to back up (this affects document imports and machine translation). Likely what you experienced is that there was a long line of jobs ahead of yours.
Our continued efforts to scale and optimize our system will reduce instances like this in the future.

1. Navigate to the Appearance > Menus page
2. Show the Screen Options (top-right corner)
3. Enable the Language switcher box
4. Add the Language switcher to any menu
