I assume that you are talking about “Edit Page” screen, and you couldn’t see Revisions meta box.

And if you are a JavaScript programmer, you can access it as ‘swe.header_space’. So you can set swe.header_space to 32 or 0, depending on whether your admin bar is visible or not.
