I use the plugin named “Maintenance Mode” to display that message.
Its plugin page shows its compatible upto WordPress 2.7.1, but it works in the latest WordPress version i.e. 2.8.4. I use it and its very useful.

In reply to: Blogging Tips Website.Yes months before creating the website, I started writing articles for it and I stored in my computer. I take one of it everyday and post it in the website. It give my website new posts. Also content comes first next is promotion. If you have good content people automatically find your blog some way or the other.

I think this is a Server issue, not a wordpress issue. Also I am able to upgrade low size plugins. Try consulting your host.

ad this code in your header where navbar code is located
<ul> <li><a href="<?php echo get_option('home'); ?>/">Home</a></li> <?php wp_list_pages('title_li=&depth=1&exclude='); ?> </ul> <p>If you want to show only home link, you can show by using this code, <li><a href="<?php echo get_option('home'); ?>/">Home</a></li>
