I apologize, the responses got lost in my emails.

The theme template is causing a lot of issues and is overriding a whole bunch of things. I have it fixed now, but I am in the process of changing themes. Thanks for your help.

Spoke with the theme support. They are saying that I need to change the setting under “Enable for shipping methods” from Any “free shipping” method.

I need them to be able to pay COD or credit and either pay for shipping with a Credit card or get free shipping by picking it up.

Anything is available for COD. So, it doesn’t matter what items are selected.
