Thank you @hardeepasrani. Disabling Orbit Fox Gutenberg enabled a successful activation of Ottter.
The conflict was with ‘Orbit Fox Companion’. It’s also a Gutenberg related plugin so I guess that’s where the problem is.
Sorted. Clashed with another plugin.
I have same error. Using 2.0.1 with Hestia Pro 3.0.21 on WordPress 5.9.2 using PHP 7.4 on Debian 10.
Just to add that I reproduced the issue (failing on Ubuntu based distros but working on Windows) using a dedicated VM with an untouched virgin installation using the Seventeen Theme. That is no customisation at all.

I note, with some annoyance, that threads on this showstopper are being closed fast. Not a great help.
At last I have located the issue as it effects me. But not a solution.
If I try and edit a php file on any of my (differently hosted) servers I get the problem using Chromium, Firefox or Vivaldi in Linux Mint Cinnamon 18.3 or Kubuntu 16.04.
Switch to Windows and no problem.
So it points to the handling at the client end triggered by the change in code. It may also explain why the authors cannot reproduce the issue.
Any others passing here with this issue please report what client/os you are using. Let’s see if there is a pattern.
