No, thats not true. It works with the existing comments system, you dont need do disable something.

To install open wp dashboard, go to plugins > install and search for social comments. klick install and after that activate the plugin. you find the settings for the plugin in the dashboard under comments- social comments.

The information is stored on the FB login page, the plugin only link to fb if you are not logged in.
