Thanks for the ULTRA FAST reply.
The file begins with Excel exported as CSV. There are 14594 records.
The CSV uploads but has a JSON parse error.
The redirects all appear but 204 records the target URL is empty.
The common factor is a foreign language character in the redirect.
I have just tested with 25 sample records. Not JSON issue but still blank targets.
