theme.json is a bit of a mystery to me, but once I added

"settings": {        
   "appearanceTools": true
}

all of the block style options reappeared. I’m not sure if that was in the original theme.json so I’m wondering if something in the database affected if after exporting a theme?

I’m marking as resolved, but this is still unclear to me.

Looks like in the exported theme.json the color palette is empty after saving:

    "color": {
        "palette": []
    },
