Thank you! That is indeed a workaround that does help me achieve what I am looking for.
I guess, I was hoping for a solution that is a bit more reponsive, something like this:
# on desktop: 1 2 3 4 5 6 7 8 9 # on tablet 1 2 3 4 5 6 7 8 9 # on mobile 1 2 3 4 5 7 8 9
This solution only has two layouts, either 3×3 or 1×9.

Now, I guess you could use the “row layout” block multiple times, but it isn’t as responsive as I would like. I would like a layout like this:

If I use the “row layout” block three times, I may end up with this result:
1 2 3 4 5 6 7 8 9
Thank you! Indeed that does solve my problem! It does allow use to put custom links, I didn’t notice that beforehand.
This solves my problem. I’m still surprised that I haven’t found a generic “grid” block, but I don’t need it any more.

That solution does look good. I guess I was worried that if I did this, then on a mobile device, it would end up looking like this:
1 2 3 4 5 6 7 8 9
However, it seems that the 3-column layout is always used, except for in mobile phones, at which point, only 1 column is used.

I can find a way to create a 3×1 layout (3 columns and 1 row), but not a 3×3 layout (3 columns and 3 rows). Do you mean that I should create three blocks, each one 3×1? If I do that, it is not very responsive. By default, on small screens, it switches to one item per row, which is not bad, but if I configure the mobile view to show two items per row, I end up with a layout that looks like this:
