Not a resolution I am afraid but perhaps an aid in troubleshooting.
I use the TABS shortcode on several sites using the Genesis framework without issue.
However I do not use Foodie Pro but the Dynamik Child Theme. So I do not think there is a compatibility issue with Genesis, most likely the issue is more related to Foodie Pro or another plugin conflict.
I suggest trying things out on your test site with just the Genesis Sample child theme and perhaps selectively disabling other plugins etc.
