I can’t change the memory settings at this time because php wasnt compiled to use memory_limit in the ini file.

I did get lucky after waiting a few minutes (bathroom break) the WP frontpage came up with this in the page source.

The current database is hosting about 10 older WP blogs with no performance issues. Anyone got any further ideas?

I have some more info on this. BTW- this is my own server.

So my initial diagnosis of the database not being filled properly is probably wrong. On my test server, when the database is created its about 75k in size. Upon login to the admin console the db grows to around 150k in size. I incorrectly “assumed” the database wasnt fully populated after the install.

At this point, I’m assuming the database is filled properly after the install but now, just getting the White Screen of death on the home page as well as directly accessing the admin page. Still no logging of any errors in apache. This prod server is running the exact same apache,php and mysql as test. I’ve even gone so far as to copy the database from the test server to the prod server and edit the appropriate URL’s, still nothing.
