I found a way to do a pre-written List :
– making a new Block Pattern, based on the core/list Block, with pre-written list items inside : <!– wp:list-item –>Here comes my pre-writtent text<!– /wp:list-item –>
– then adding it automatically to the Custom Post editor with a plugin.
