Could you try disconnecting Jetpack from WordPress.com and then reconnecting?
To disconnect Jetpack from WordPress.com, click on Jetpack from your site’s Dashboard and then click on the “My Jetpack” button at the top. Click “Disconnect site from WordPress.com” to disconnect.
To reconnect, click the green button that says “Connect to Get Started”.
The changes should be stored in your database, so you should be able to see a revision in the Custom CSS editor. I’m curious, though, why the need to deactivate and reactivate Jetpack?
Could you let me know the URL you’d like to move followers from, and the URL of the site you’d like to move them from?

Can you please try deactivating and deleting Jetpack entirely, and then trying to reinstall it?
To remove Jetpack, you can FTP into your site and delete the folder wp-content/plugins/jetpack. (If you’re not sure how to do this, ask your hosting company for help.)
After that’s done, you can reinstall Jetpack by following these instructions:

It looks like the Related Posts content is still there, but not displaying. You can see that the content is present for that post at https://nwlaborpress.org/2015/10/obama-signs-tpp/?relatedposts=1
I did notice there are quite a few JavaScript errors on that page, which could be interfering with Related Posts being able to display. If you could track down what’s causing those errors and resolve them, Related Posts should begin to work properly again.

In reply to: [Jetpack - WP Security, Backup, Speed, & Growth] xmlrpc blocked by host?!There aren’t any plans to rename or change the file in any way, but there are definitely ways hosts can prevent attacks using that file while still allowing access to it so users are able to take full advantage of Jetpack.
