Is there way to troubleshoot and figure out, who would be the culprit plugin ? I cannot really see the actual plugin details as it says wp-comments.php page, do you think it is standard code issue ?

Folks, after I upgraded my wordpress to the latest version, the issue got fixed. Currently, I am running : 4.1.1 ( working version). I suggest you upgrade and then see, if this exists. I am closing this thread as it is fixed now. Thanks again for your inputs folks.

Thanks for the response the issue is fixed. I have an anchor tag before doctype that cause the issue for IE to go in Quirk mode.

It is weird. Really, I have IE8. It just does not work. I need help because everyone might upgrade .
