I finally got it. I might reconsider the verbiage, “click the respective option in the gallery dialog itself.” Perhaps I misunderstood, but I interpreted that to mean that the “Link to” setting was part of the screen where you are selecting/uploading the images and creating the gallery. It’s not there. So you finish creating the gallery and return to the post-editing screen. (We’re talking Gutenberg here.) THEN, post-editing screen, you make sure that you select the gallery block that you just created. In the upper-right corner just below the publish button, there is a option to select either “Document” or “Block.” Select “Block.” When you do, there will be controls for the gallery block you just created. One of those controls is the “Link to” option.
I just wanted to elucidate to help other reading this who might be as cluless as me.
I’m now running into another odd phenomenon. It seems that WordPress has its own lightbox for those galleries. When you Use the “Lightbox with PhotoSwipe” it seems that the standard, less capable lightbox is still employed. So if you tap or click on an image to bring it full and then you use the “X” to close it, Lightbox with PhotoSwipe’s lightbox goes away to reveal the other lightbox. You then have to click or tap the “X” on that as well to get back to the post. Hitting escape seems to close both simultaneously, but you can’t hit escape on mobile.

I got something working, but I’m sure I’m going about it wrong. I had to use the classic editor. Then I entered [gallery link=file] into the post. Once I did that, I got a placeholder for a gallery and then I was able to add images to it. When i did it that way, it worked. I could not see any way to get gallery blocks in Gutenberg to work. If there’s an easier way, I haven’t been able to figure it out. I know it’s a lot to ask, but are there an actual hold-your-hald step-by-step instructions somewhere I could follow along with?
