Continuing from above.
I believe I’ve resolved the issue I’m having. It is related to another plugin i have installed ASYNC JAVASCRIPT.
At the bottom of the settings page for this plugin it asks whether jQuery should be async or defer. It was async (improves page speed). But in order to allow this cookie plugin to work as it should it needs to be defer.
For now all is well WITH my settings.
Apologies, the plugin appears to be working as it should.
