Make sure your theme must has a call to <?php wp_footer(); ?> at the very bottom right before the </body> tag.

I have this problem every time I upgrade my theme.

I too am having the same problem. It looks like an issue of CSS priority to me. I disabled all the plugins and the problem did not go away. But… I have my monitor rotated 90 degrees, which means the formatting is pushed in, over the write area and toolbar. You can see the write area, which covers the buttons for publishing the post, but the publish status tab covers the toolbars.
