I figured it out.
Everything I found kept pointing toward wp-spamshield being the problem. But like I said, the plugin wasn’t installed so I figured that couldn’t be it.
But then I found the wp-spamshield folder inside the plugins folder when I started sorting through the ftp files for the website.
The form works now after I removed the wp-spamshield folder.
