It sounds like this issue is specifically with the Elementor popups then. We will look into this issue further. I suspect their popup is blocking the PayPal SDK from connecting, causing that error message. Unfortunately for the time being, we would suggest simply not using an Elementor popup for your payment button.
To help us narrow down the issue, can you confirm if the issue persists if you put the shortcode directly onto a page, instead of inside an elementor popup?

PayPal controls this feature, not us. Recently, they have been really pushing for more people to create a PayPal account. Please refer to their details on their website:
Buyers don’t always have the option to make their purchases without using or creating a PayPal account. This option is presented based on several risk factors, including but not limited to the buyer's PayPal purchase history, PayPal cookies stored on the buyer's computer, the buyer's location, and/or a credit assessment.
It sounds like what you’re referring to is a feature of our Pro version only:

The Pro version allows Time Clock accounts to be linked to WordPress accounts.
If a user is already logged into WordPress, they don’t need to enter their Time Clock username and password.

After updating Contact Form 7, you need to clear your website/CDN cache and any files. This is typically the cause of issues after updating.

If the issue persists, you will need to contact PayPal directly to see if they have put a freeze on your account.

However, I would encourage you (and anyone reading this) to post and upvote this idea on our public feature requests board. If enough people request it, our developer may add it in a future update.

Please try to whitelist/disable these from our plugin and also from any pages you have a button installed on, and see if that helps resolve the issue.

If you require automation, it would take custom coding to automate the function,but it would be possible. Just not a built-in feature.
