Thanks for the confirmation that the Wizard could be skipped.
That it got stuck made me less confident in the sites stability. So I installed WC on a different host and had no problems whatsoever. I’m going with the second host.

No quotes is the way to go. The WAF looks good at “55% Web Application Firewall, Currently in Learning Mode.” I checked the Diagnostics page, which shows that the WAF auto prepend active: Yes.

Sorry for the delayed response. It appears pretty consistent that I can only reset the lockout time relative to the first lockout. That’s OK.
That is a very good idea about a separate non-admin user login.
Even though the founder of Wordfence thinks it’s security theater to obscure the wp-login.php address, we do obscure it because even when administering static sites with no site logins at all the first thing hackers would try would be https://domain.com/wp-login.php. WordPress is such a popular target, and I have to rely on a lot more than Wordfence alone.
