I have this same issue I am using live keys and dont have test mode enabled. I have also verified and its not the caching and as an additional measure i disabled all caching options.

Hello, i have not received an answer yet. I just got an update on what seems to be the problem. When the information is sent from woocommerce to 2checkout the country is sent on the zip code which gives this error. Would this be a woocommerce error or a 2checkout plug in error? Could you please check?
