This issue has been resolved in the latest release of the Responsive Block Editor Addons plugin. We recommend you update the Responsive Block Editor Addons plugin to the latest release.

RatneshThe design you are expecting is not possible with the default settings, you have to add custom CSS to achieve the desired design. You can either keep the widget above or below the header.
Please follow the steps below to achieve the expected design.
1. Go to Appearance -> Customizer -> Header -> Header Widget and set Widgets Position to above header or below header instead of In Header
2. 1. Go to Appearance -> Customizer -> Header -> Primary Header and set Header Layout to “Horizontal”

We checked categories at the blog page, post page, archives page, archive widget and in the menu and it is working as expected and can add more than 9 categories.
Also, on the front, more than 9 categories are visible.
