Can you please back up your site, for security purposes, and try to do a plugin conflict test? Try to deactivate your plugins one by one, to see if any of them causes this issue appear.

Thank you for providing the screencast!

Can you please check a few things?

1. If into Customizer > Homepage Settings > Homepage > that you have selected the correct page to show as your homepage. (Please also check how that page looks like into the Editor)
2. If into Customizer > Appearance Settings > General Settings > you do not have the ‘Disable Frontpage Sections’ enabled.
