For taxable shipping methods, WooCommerce calculates tax according to its settings, such as Shipping tax class at WooCommerce > Settings > Tax > Tax options, and the Shipping checkbox at WooCommerce > Settings > Tax > Standard/zero rates.
The Shipping tax class based on cart items option is expected to work for both zero and non-zero tax rates.

The WBS 6.6.0 update brings a workaround for this.

There is an issue with how the WooCommerce 9.7+ checks the tax status of a shipping option. It affects orders placed using the Checkout block. The classic checkout page is not affected.
WBS will be updated in a day or two to address the issue.

This time the item in the cart is too small. Its size of 4 x 2.5 x 0.2 inches is below the minimum required 11.5 x 6.125 x 0.25 for Large Envelope. Increasing the size of the product in its settings should help.
The plugin is not tied to any shipping zone, so it doesn’t appear in the Add shipping method list. It starts working right after enabling it with the Enable/Disable checkbox. If you see no shipping options at checkout after enabling the plugin, a debug report will be needed to diagnose the issue.

The item in the cart is 14.5 oz, 13x10x2 inches.
Large envelopes should weigh less than 13 ounces. They also cannot be more 3/4 inches thick.

It seems the link to the screenshots isn’t accessible. Could you please upload the images to a public image hosting service like imgur.com and share the link here?
To isolate the problem, please try deactivating all plugins except WooCommerce, and switch to the default theme. Check if the Cart and Checkout pages work.
Then, add a test shipping option using the built-in Flat Rate shipping method. Does it work for all the cases you mentioned?
If so, activate Local Pickup and check it.
