Check if the permissions are correct for the wp-content folder. Also try changing the permissions of wp-content/uploads folder to 777 and check.
If the issue still persists, change the theme to Default WP theme like TwentyFifteen, and then try to upload an image.
Remember to download backup of your website files and database before doing any changes.

It appears that the PHP memory is getting exhausted for your wordpress post.

If the issue still persists, contact your hosting provider and ask them to increase the PHP memory_limit for your account.

First of all, disable the option “Anyone can register” in Dashboard >> Settings >> General. So that no one can register until you enable it.
Further, there must be a plugin which might be preventing the Users list to show. So disable all the plugins and check again.
