I changed my mind and decided not to implement it…lemme know if it works for you

So , I figured out the issue was with plugin Media Library Assistant I believe as I followed

https://codex.www.ads-software.com/Editing_wp-config.php#Disable_Javascript_Concatenation

and I disabled all plugins and re-activated one by one

Solved the problem

if anyone has anything to add into it , u may go ahead… I am still not sure why switching theme also resolved issue even after having that plugin enabled??
