I will have a look at WooCommerce Distance Rate Shipping in more detail.
I came across it the other day and didn’t see it as my answer to my problem.

thank you for your quick response.
I have had a look at Shipping Locations Pro and found it not to be the answer.
I understand where you are coming from with, so many cities in the world.
But in Australia we have for example:
Country – Australia
State/Territory – Victoria
Post Code – 3844
Town – Traralgon

Now when you think about it all I’m after is one stage further on than postcode.

Australia Post mailing system works further down the line – Street, Street number

When you search for realestate you can search by town.

Like I mentioned I don’t know and willing to hear everyones thoughts and views, hopefully I will get the solution I’m after.
