FYI, I installed WP on a subdomain, installed OceanWP and Elementor, then transferred my site to the subdomain. Everything worked fine there.
Finally, I reset the WP database on the main site, reinstalled WP and OceanWP, then tranferred things back to the site. I’m pleased to announce that everything works correctly now, including the hover effects on the theme menu and the Elementor Nav Menu.

FYI: I just found the plugin that caused the strange error message and removed it. That fixed the error message.
Unfortunately, the original menu problem still exists.
In my latest debugging experiment, I activated a different theme, DELETED the OceanWP theme and the OceanWP Extra plugin, and then reinstalled OceanWP and the OceanWP Extra plugin. NOTHING CHANGED IN THE HEADER MENU PROBLEM.
Now, however, when I go to Dashboard, this message appears near the top of the screen, overwriting some of the WordPress menu area on the left:

Everything still seems to function, but the message appears every time I select something on the Dashboard.
Now what should I try?
Another clue: If I change the home page setting from “default” to “Elementor Canvas” the header menu goes away (as expected), but the Elementor menu widget at the very bottom of the page STILL DOES NOT WORK (the links work, but the hover “frames” still cover all buttons simultaneously – all the time).
I use webhostinghub.com. I can create what they call a subdomain under the existing domain name, such as test.thewoodengineer.com. Would that work for this purpose?
Resetting the WordPress database makes me very nervous, as this website is the second of two domain names I have set up with Webshosting hub. Will the database reset action affect the other website, as well?
I’m obviously out of my element here…
Forgive my ignorance – I’m new at this! Would a second site require registering a new domain name? I don’t know how to proceed with “a fresh install,” so I would appreciate your advice.
I tried that. Without elementor the formatting is all messed up, but the header menu still does not work right.

I am using the default template. As I said, the two pages are set up the same way:
https://www.thewoodengineer.com is the home page, and its header menu items do NOT change color as I hover over them. Also, the Elementor menu at the very bottom of the page shows ALL menu items selected, with hovering having no effect.
https://www.thewoodengineer.com/home-copy2 is a direct copy of the home page – AND IT WORKS CORRECTLY! Hovering over the header menu results in the menu items changing color properly. Also, the Elementor menu at the bottom of the page works as it should.
Both pages appear to have the same settings in WordPress:
Default template
Main: 100% full width, Sidebar: Default, Margins: Enabled
Shortcodes: None defined
Header: Display Top bar: Disabled, Display header: Enabled, Header style: Transparent
Logo: Nothing selected
Menu: Main. No colors selected
Title: Disabled
Breadcrumbs: Default
Footer: Disabled. Display copyright area: DefaultTry the two pages, and you should see the difference as you hover over the header menu.

Thanks, bkantique. I just discovered that multiple sections, each with different responsive settings (desktop, tablet, and mobile) was possible. I will try that approach. Thank you for your suggestions!
I’m using OceanWP and the Canvas mode, also. The problem that I still have with the fixed background mode is that if the background attachment is switched to Scroll in tablet mode, that setting carries over into the Desktop or Mobile modes, as well. It seems that I cannot use fixed attachment in desktop mode, but scroll in the tablet or mobile modes. I wish these settings could be different for each of the display modes.
Yes, the Attachment: fixed works correctly on my computer, but not on my ipad or iphone.
The scroll (or default) options work correctly on all devices (computer, ipad, and iphone).
Unfortunately, I wanted to use the scroll setting, which is a very nice effect.

The site is a prototype “sandbox” I’m working in, so there are several blank spaces and other wierd things there. The problem I’m trying to fix is the “fixed” image that appears on the landing page, the “News” page, and down further the “Shawn..Fiber Artist” page. All of them are sections with fixed backgrounds that work fine on my pc, but not on my iphone or ipad.
I am using OceanWP. Latest versions of OceanWP and WordPress. I’ve tried disabling all plugins and clearing the cache, but that makes no difference. I read on another forum that ios devices have an issue with fixed pages, so I either need to scrap using fixed pages or find a proper fix.
