Go to settings section, in Popup overlay options we have Disable overlay option and please enable that, and after that popup will remain open

we have subscription popup and have possibility to see subscribers and we have possibility to export via csv format which is common format so you can import to aweber.

you could make tag for group and add to post.

from popup display rule settings select condition tags and save popup to display for that tags.

You need to enable the fixed position and the settings section you will find Disable overlay option just switch on that, and you will achieve which you described.
