Finally got the problem and fixed it.
I inspected a particular tab in chrome when from the network tab which CSS files are loading and which are not.
when the page did not load perfectly the CSS files were loading from lite speed catch which was not present due to development mode on.
So I enable lite speed and again put it back to debug mode and the issue was fixed.
