Yes Tried that and issue persists.

In fact if I add any 2 products that have a price of 34.95 each; making the cart value as 69.90 i get the same error.

Thanks for your suggestion. It did fix the problem.

However if i changed the shipping to 9.99 instead of 9.95 it works fine as well.

Some issue with the .95 i believe.
