The problem are not the js scripts, if i fire this 2 scripts after the second jquery loading, all works fine!

In this image have a simple loading flow.
blockUI and tipTIP works fine if i fire that 2 files after the page load, because something rewrite jquery object, and it is in the last row.
The last jquery loading was here before all the plugins and theme installation!
