I just realized that I had only tried it in Page Builder by Site Origin. It works in the normal WordPress widget section but doesn’t work with Page Builder because Page Builder doesn’t have a save button, just a done button.

I have had the same problem. I have traced it to a plugin conflict between Page Builder and All-in-One Event Calendar by Timely.

When both plugins are enabled, the buttons (new widget, new row, delete, etc.) in the Page Builder editor are not visible but are still there (the tips show if you hover over them). When the Event Calendar plugin is disabled, then the buttons are visible. I am guessing it is something with different Jquery UI versions.
