Make sure in Settings > Reading that Front Page Displays is set to Your Latest Posts then home.php is the page you are most likely looking for.

I have it running locally and made a couple of additions inside the loop and they loaded just fine.

I’m also seeing this. It’s really annoying, I’ve spent hours combing through code trying to figure out what is causing this issue.
