We identified the problem. It was user error! ??

The user that was trying to use their Google account hadn’t actually gone through the process of signing up to Google Analytics and creating a property!

We are seeing this exact issue. We can confirm that the time is correct on our server and that we are using NTP.

We have tried everything on your help page and are still getting the error :-/
