I was able to figure out the error. I have Elementor Pro and they added an experimental cache option to the forms. This was interferring with the Page Caching solution that I am using. I turned it off on each page that had a form in Elementor. Then I rebuilt the system page caching and now the forms show the Cloudflare Turnstile.

I just tried the form. It gives the error when trying to send: Please verify that you are human.
An error occurred. But there is no image to click on, so no way to continue.
