What you have to do is to buy a domain name and webserver from a webhosting. For example GoDaddy, Bluehost or a webhosting company in your neighbourhood.
When you got a domain and webserver, you have to install WordPress from www.ads-software.com (see the blue download button in the upper right corner). This installation is totally free. The most of the webhosting company offers already a click and install (for free) of WordPress installation. Mostly in systems like cPanel, DirectAdmin or Plesk.
When you are done with the installation of WordPress you are allowed to upload your custom theme in your WordPress dashboard or by yourself by FTP (like FileZilla).
Don’t buy a system from wordpress.com! It’s really limited in the possibilities.
