You simply go to [ redacted ] and make your request for single task. You pay $30 via credit card. The system then assigns the task to someone skilled in WordPress issues.
You cannot choose your tasker and I don’t even know the name of the person who helped me.
It only took 10 minutes.
You should know, that it all likelihood the problem that I experienced (and maybe you too) was an incompatible plugin. In my case, it was WP-BAN, which is known to have a problem with 4.3.
You can Google and search here how to disable a particular plugin when you don’t have access to your control panel.

A big part of me wants WordPress to stop “improving” its software because the gray hairs that the white screen of death causes is just not worth it.

I found another person with the same problem and asked how he fixed it. He told me he hired someone & he got it fixed in minutes.
I did the same thing. Turns out the plug-in wp-ban had some problems, so he de-activated it.
I don’t know that I could have done that or followed your advice to de-activate all plug-ins since I could not access my admin panel at all. (OOPS… just saw your update on how to do this without admin panel access.)
So… problem solved, and I will take you advice to wait for .xx updates before upgrading in the future.

I followed the instructions here, turning on WP Super Cache to make the changes, and then turned it off.
That solved the problem (I think).

RESOLVED.
I am having a similar problem with a LOGGED-IN user. The “Add Media” button does not show for anyone but the administrator.
How can I get that button to appear for anyone allowed to post?

The site is back.
I am guessing since the site is back that my hosting company’s server has all the required upgrades?
How do I uninstall tweet-this (subdirectory now renamed tweet-thiss) assuming this was the cause of the problem?

In reply to: Getting duplicate comments for approvalWell, guess what… when I changed the lower case “e” of my first name to a capital letter, so my profile email addresses matched the general settings email address IDENTICALLY, the double emails stopped! (How crazy that identical email addresses would be considered different because of an initial capital!!)
Washerhelp… as to your issue issue of getting an another email when you approved a comment, I have never gotten that (thank goodness)! I don’t need to be told I just approved a comment!

In reply to: Getting duplicate comments for approvalMy profile email and my general settings email are identical (except the first letter of my name is capitalized in one and not in the other), and I get two moderation emails (so it is not a matter of having two different ones).
I don’t quite understand what follow-up notifications you are no longer receiving.
